Originally known as the Davis & Furber Machine Shop, East Mills is the latest mixed-use development by RCG LLC, with the assistance of lead engineering consultant GM2. Located in North Andover's historic Machine Shop Village district, near Interstate 495, East Mill includes over 200,000 square feet of brick and beam space set around an attractive mill pond. This renovation is the centerpiece of the revitalization of this business district in North Andover.  

Services provided include full land surveying and engineering design services for the site development, roadways and parking for this restoration project. The East Mills restoration converts a historic mill structure into a mixed-use complex incorporating residential, office and retail uses.

GM2 provided significant hydraulics and hydrology consulting services to this adaptive re-use project. Specifically, a buried culvert was discovered that the client did not know existed, and then erected a structure around it to allow for access and maintenance. GM2 filed a Request for Determination of Applicability from MassDEP for the site, which is adjacent to the Merrimack River and contains a pond.

GM2 also performed traffic analyses and planning services for this mixed-use complex, including a study for phased development.

Pacific Mills was incorporated in 1853. The number of buildings, sizes and uses has changed throughout its history. This will again be the case. At present, the Mill's 700,000 square feet of floor space is used as office and commercial space. The ultimate plan for the property is to bring it to its highest and most efficient use, therefore, converting the existing mixed-use site into mainly residential use with 345 new residential units, as well as new office space and restaurant use. 

GM2 provided technical expertise in survey, civil, environmental and transportation planning and engineering. The scope of work entailed stormwater management systems, water, sewer, electrical transformer pad and telephone control box, as well as limits of paving, landscaping and dimensions of parking area. GM2 prepared drainage computations for pre- and post-development conditions (site specific only) for the two-, ten-, and 100-year 24-hour duration storm. Said computations were used for grading, drainage and stormwater mitigation design and submitted to the City of Lawrence. All stormwater management facilities were sized, including particle separators and storage tanks. GM2 evaluated the utilities relative to the new-use and reconnecting to utilizing existing components where feasible. In collaboration with a local landscape architect, a landscape plan was developed showing to help separate residential and commercial areas and identify pedestrian space.

GM2 provided comprehensive permit services for the development of a 70,000SF research and development building. With the building being located 50-feet from the Charles River bank, the scope of work entailed filing a complete Notice of Intent addressing river front implications, compensatory storage issues and difficult storm water management considerations.

GM2 represented the owner at the Planning Board and Board of Appeals hearings. Additionally, the firm worked with the MDC to enhance the Charles River pedestrian path and other access issues between the proposed site and the riverfront. Other services included civil design, land survey and traffic analyses.
