GM2 is pleased to announce that Thomas Loughlin, PE has joined our team as Vice President of Major Projects. Mr. Loughlin’s expertise spans 31 years in the transportation and construction industry where he spent much of his career with the Massachusetts Department of Transportation (MassDOT). He has served MassDOT as Project Manager, District 4 Operations Engineer, Assistant to the Chief Engineer, and the Director of Statewide Highway Operations.

As a consultant Tom has managed a wide variety of infrastructure projects for agencies such as MassDOT, the Massachusetts Bay Transit Authority (MBTA), Department of Conservation and Recreation (DCR), and many municipalities across Massachusetts. Tom is adept at understanding and securing project funding through available infrastructure funding programs, including the Transportation Improvement Program (TIP), MassWorks Infrastructure Grants, and MassDOT’s Small Bridge and Complete Streets Grant Programs. Tom is adept in MassDOT standards, policies, and procedures.
