Mr. Cleary has over 27 years of experience with the Connecticut Department of Transportation (CTDOT) in the heavy and highway industry, focusing on construction inspection and contract administration. He retired from CTDOT as the Assistant District Engineer in District 3 Construction, overseeing many award-winning transportation construction projects.
His CTDOT career began in District 4 Construction, in Thomaston, where he worked for over 21 years. He grew through the ranks, gaining construction inspection experience and developing strong communication skills, to achieve the title of Transportation Supervising Engineer. Mr. Cleary was involved with a wide range of projects during those years, including roadway widening and realignment projects, interstate paving, bridge rehabilitation and replacement, micro pile installations, traffic signal installations, streetscape projects, utilization of the Construction Specification Institute’s standards for vertical projects, following the Federal Aviation Administration’s specifications for airport work, overseeing over 20 municipal projects under the ARRA initiative, and running the District 4 Construction office.
Mr. Cleary completed his CTDOT career as the Assistant District Engineer in District 3 Construction, headquartered in New Haven. This was the most challenging and most rewarding six years of his CTDOT career, where he worked on many award-winning bridge and roadway projects. The position enabled Mr. Cleary to further develop his contract administration expertise and other skills in conflict resolution, situational leadership, partnering, scheduling, staffing, organizational policies and procedures, time management, and public speaking. Additionally, Mr. Cleary worked as a voting member of the CTDOT’s Specifications Committee during the development of the Standard Specifications, Form 818.
